Gizmodo reports the bug is related to Apple's Group FaceTime feature, which allows multiple users to do a video conference call. If you call someone, then swipe up and insert that person's phone number again via the "Add Person" screen, then you can hear audio from that person whether or not they accept or reject the call. Essentially, the issue is caused by Apple devices being "tricked into believing that a Group FaceTime call is occurring."
