Police are investigating how the child came to be in the car, including whether she had climbed into the car to play hide and seek.
"The circumstances of how the child came to be in the vehicle are yet to be established," Acting Inspector Peter Fusinato told ABC Gippsland.

"That's all part of the process, to ensure we look after our people and look after the people who assisted on the day," Mr Fusinato said.
Police say some of the girl's relatives are still being notified and would not comment further on the case.

The most recent string of success for the Lady Cats came in a victory over Coronado on Saturday (Feb. 1) in District 5-2A play, as they went on to win 65-41 at home.
Sophomore guard Leah Martinez led Questa with 19 points. Senior guard Kiana Passino finished with 12 points, respectively.
The Lady Cats are 1-of-2 teams left in the district that are undefeated in league play, as they pose a perfect 3-0 record in that respect. Questa is 10-7 overall.
